For the past decade, Rachel Rangel, the widow of a San Antonio Police Department sergeant, has vigilantly called the probation officer for the drunken driver who killed her husband.
The hope — that Simon Feliciano Cordova might slip up and get sent to prison for a probation violation — never was realized.
