Tranquility and isolation created a market for substance abuse recovery here.
There are dozens of halfway houses, residence facilities and treatment centers in Kerr County and nearby, and that in turn has fed a new subculture of recovering addicts among the locals, the vacationers and the retirees who have traditionally made up the population.
