Kerrville developer pleads no contest on behalf of firm
By Zeke MacCormack - Express-NewsKerrville developer Andy Phillips avoided the risk of jail Tuesday under an eleventh-hour plea deal over loans to his own home-building firm he approved in his capacity as manager of Keystone Estates Inc.
A companion civil suit is still pending.
Phillips, who was slated to stand trial this week on a charge of misapplication of fiduciary property, instead entered a no-contest plea to theft by deception on behalf of Phicof LLC, the entity through which he managed Keystone.
